EU Launches Anti-Dumping Expiry Review on Asian Stainless Steel
The European Commission has initiated an EU anti-dumping expiry review on hot-rolled stainless steel from Indonesia, China, and Taiwan.
The review, announced on October 3, 2025, will determine whether existing duties should remain in place to prevent unfair trade practices.
This investigation follows a request from the European Steel Association (EUROFER) submitted on July 4, 2025.
EUROFER argued that ending the measures could lead to continued dumping and potential harm to EU steel producers.
Scope and Investigation Period
The expiry review will assess dumping activities from July 1, 2024, to June 30, 2025.
The injury evaluation covers the period from January 1, 2022, to the end of the review.
The Commission expects to complete the investigation within 12 months, following standard EU trade defense procedures.
Authorities will evaluate whether lifting current duties would allow dumped imports to return, potentially damaging the EU market and employment in the steel industry.
Products Under Review
The products involved include hot-rolled stainless steel flat-rolled products, such as coils, cut-to-length sheets, and narrow strips.
Excluded are non-coiled items wider than 600 mm and thicker than 10 mm.
These goods are classified under CN codes 7219 and 7220, and corresponding TARIC codes, including 7219 11 00 and 7220 11 00.
Importers are advised to verify classification details for compliance during the investigation period.
Existing Anti-Dumping Duties
Current anti-dumping duties remain in effect during the review.
Indonesia: 17.3%
Taiwan: 4.1% – 7.5%
China: 9.2% – 19%
These measures were originally imposed to counter unfair pricing practices.
The ongoing review will decide if they remain necessary to ensure fair market competition.
Industry Reactions and Market Outlook
The EU’s decision comes amid growing trade tensions and price fluctuations in global stainless steel markets.
Hot-rolled stainless steel is essential for industries such as automotive, construction, and household appliances.
European producers have welcomed the review, citing the need to protect domestic output and maintain investment stability.
However, importers and downstream manufacturers are concerned that extended duties could increase sourcing costs and disrupt supply chains.
Next Steps and Implications
All interested parties—including exporters, importers, and industry associations—may submit comments and evidence to the European Commission.
The final decision, expected in late 2026, will determine whether the current measures continue or expire.
This case highlights the EU’s ongoing commitment to trade fairness and market stability.
The outcome will shape future trade flows between Asia and Europe, particularly for stainless steel exports from Indonesia, China, and Taiwan.
